1: Determine the purpose of the policy to focus the writing process.
2: Adopt a policy framework based on accepted practices of prudent investors in similar organizations.
3: Develop a policy philosophy based on the risk tolerance and return objectives of your organization.
4: Specify roles and responsibilities of individuals in the organization associated with managing or monitoring the investment portfolio(s).
